CBC and CTV Sports Coverage

(1)  Can somebody explain to me the (financial) benefit for CBC carrying NHL hockey by Rogers.
Rogers needs CBC more than vice versa.
When a hockey game goes into overtime, does Rogers (which doesn't have any more advertising to air) have to compensate CBC for lost commercials they would have aired if overtime didn't occur?

(2)  The CRTC  ruled that U.S. commercials during the Super Bowl were 'part of the game' sort of, which led to their decision to end simsub. 
This year the U.S. networks will air their (network) commercials with a small box in the corner of the screen airing live coverage of the stadium simultaneously.  Will CTV do the same thing?  And if not, could viewers argue that CTV's coverage isn't the same and end simsub  for regular games too?

well for one... the NHL does not allow for advertising breaks in overtime...

no idea about the stupor bowl
