When Is A Joke Not Funny?

In the Google News Entertainment Headlines, the first story reads:
Russell Peters' Junos Rape Joke Was Even Worse Than You Think
The second story below reads:
Roman Polanski still considered a fugitive after latest L.A. court decision
The hosts of Breakfast Television were discussing Russell Peters' joke this morning.
They seemed that this joke crossed the line like never before. 
For the record I don't think it was appropriate nor funny.
Would the 'Alice, do you want to go to the moon' line be accepted in todays sitcoms?
How about all those gay jokes on Three's Company by Mr. Roper and Mr. Furley?  I still laugh at those today.
